The National Veterinary Dean Council (NVDC) and Bangladesh Veterinary Council (BVC) in a meeting facilitated by FAO ECTAD in 2017 decided in principle to arrange a National Veterinary Board Examination.

Later, on 27 August 2019 the NVDC convened a Round Table Discussion on the modality, administration and institutional setup of the national veterinary board examination. The Round Table Discussion was participated by the deans of all veterinary schools, representatives from Bangladesh Veterinary Council (BVC), Bangladesh Veterinary Association (BVA), Bangladesh Society for Veterinary Education and Research (BSVER), The Vet Executive and the Department of Livestock Services (DLS).

The ECTAD unit of FAO Bangladesh facilitated the meeting. The participants of the Round Table Discussion unanimously decided to establish the Bangladesh College of Veterinary Surgeons (BCVS) for enhancement of the competence and dignity of veterinarians through professional accreditation, specialization and continuing education. The meeting also decided that BCVS will administer the Veterinary Board Examination for certifying professional competence of veterinary graduates instead of licensing. Participation in the board examination will be on voluntary basis.

The meeting entrusted the NVDC to initiate the process of establishment of BCVS. The NVDC in a follow up meeting on 4 September 2019 agreed on a conceptual framework of BCVS and elected five honorary founder fellows of BCVS. These five honorary founder fellows and the Director General of DLS, Convener of NVDC, President of BVC and President of BVA will constitute the first Executive Council of BCVS.
